City of Mesa Appoints Andrea Alicoate as Parks, Recreation and Community Facilities Department Director

~ Mesa, AZ - The City of Mesa has announced the appointment of Andrea Alicoate as the new Director of the Parks, Recreation and Community Facilities Department. Alicoate, who has been serving as the department's Interim Director since December 2025, will now take on the role permanently.

According to Mesa City Manager Scott Butler, Alicoate's leadership skills, collaborative approach and extensive knowledge of the organization made her the top choice for this position. "During her 17 years with the City, Andrea has gained the trust and respect of her colleagues and the community through her dedication to public service," said Butler. He also highlighted Alicoate's role in providing steady leadership during the department's busiest season.

Alicoate's career with the City of Mesa began with answering phones for Animal Control. She credits this experience for shaping her hands-on approach to public service. She then moved up through various leadership roles in Community Services before joining the City Manager's Office five years ago. During this time, she has led citywide policy and strategic initiatives that have contributed to major milestones for Mesa, including being designated as a 2023 All-America City. She has also played a key role in expanding access to early childhood readiness and lifelong learning programs.

Expressing her gratitude for being officially appointed as Director, Alicoate said, "I am honored to join the Parks, Recreation and Community Facilities team. Our employees are at the heart of this department and their hard work is what creates welcoming and vibrant parks, programs and gathering places for our community." She also expressed her excitement about supporting their work in enhancing spaces that make Mesa a special place to live.

In her new role as Director, Alicoate will lead one of Arizona's largest municipal parks and recreation systems which serves millions of residents and visitors each year through more than 200 parks and basins, aquatics centers, recreation programs, spring training facilities, the Mesa Convention Center, Mesa Amphitheatre and other community venues. She will also be responsible for overseeing the implementation of projects funded through Mesa's 2024 voter-approved General Obligation Bond Program and advancing the department's long-range Parks and Recreation Master Plan.

A native of Arizona, Alicoate holds a bachelor's degree from Arizona State University and a Master of Public Administration from California State University, Northridge. She has also completed an executive education program at Yale University.

The City of Mesa is confident that Alicoate's experience, leadership skills and passion for public service will continue to enhance the parks and public spaces that make Mesa a great place to live, play and connect.
