Phoenix, AZ ~ Phoenix, AZ - In response to recent concerns raised by Republican House Appropriations Chair Rep. Livingston about potential cuts to the Division of Developmental Disabilities (DDD), Representative Nancy Gutierrez has introduced legislation to protect the families who rely on critical medical care and services provided by DDD. This move aligns with the Governor's executive budget proposal.
Governor Katie Hobbs has condemned the actions of "extremist legislators" who are using budgeting tactics to harm Arizonans with developmental disabilities and their caregivers. She argues that while these lawmakers are fighting to slash funding for essential services, they are turning a blind eye to the misuse of taxpayer dollars in other areas, such as the ESA entitlement program.
Rep. Gutierrez, who serves as Assistant Democratic Leader, expressed her support for these families and their unique needs. She emphasized that cutting funding for DDD by 25% is not a viable solution, as individuals with disabilities cannot reduce their needs by that amount. She also pointed out that Republicans have not shown the same concern for cost overruns in the ESA voucher program, which has cost taxpayers nearly $1 billion.

Rep. Livingston's opposition to a standard supplemental funding proposal for DDD has caused concern among those who give and receive care through the program. In contrast, he has supported supplemental funding for the ESA entitlement program in previous years, despite significant cost overruns.
The Division of Developmental Disabilities serves over 50,000 Arizonans each year who have been diagnosed with conditions such as autism, cerebral palsy, epilepsy, cognitive or intellectual disabilities, or Down syndrome. This includes children under six years old who are at risk of developing a developmental disability. DDD provides critical support services tailored to each individual's needs and goals.
The introduction of this legislation highlights the importance of protecting vulnerable individuals and their families in Arizona. The bill can be viewed online under HB 2816 appropriations; DES; developmental disabilities program. As the debate over budget allocations continues, it is crucial to prioritize the well-being and care of those with developmental disabilities.
