Mesa Can Help Decide How HUD Grants are Invested in Our Community

~ Mesa residents have the opportunity to voice their opinions on how the City distributes federal funds to local community programs. The City of Mesa has opened a public comment period for its proposed Fiscal Year 2025/2026 Annual Action Plan and 2025-2029 Five Year Consolidated Plan, which will remain open until Wednesday, April 30, 2025.

The Annual Action Plan outlines specific activities that are recommended for funding under the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships (HOME) programs. These funds are used for public services, community programs, and housing and community development activities that benefit low and moderate-income residents. Additionally, the plan includes the City's Human Services programs, which receive funding from the General Fund and contributions from the ABC: A Better Community Program.

The proposed plan for FY 2025/2026 includes the use of CDBG, HOME, and ESG funds in accordance with the City's Five-Year Consolidated Plan. It outlines how approximately $3,890,685 in federal CDBG funds, $6,812,619 in federal HOME Program funds, and $355,987 in Emergency Solutions Grant funds will be allocated. In addition to the Annual Action Plan, the City has also released its 2025-2029 Five-Year Consolidated Plan. This document outlines Mesa's housing and non-housing community development needs and priorities over a five-year period.

Both plans are available for public review at the Community Services Office located at 200 S. Center St., Bldg. 1 Mesa, AZ 85210 or on their website. Written comments can be submitted to Michelle Albanese at P.O. Box 1466 Mesa, AZ 85211-1466 or via email at COMCDPublicComment@mesaaz.gov. All comments must be received by 6 p.m. on April 30, 2025, to be considered.

The City Council is scheduled to vote on the funding recommendations at their meeting on May 12, 2025. Once approved, Mesa will submit these documents to HUD by the established due dates. The new fiscal year will begin on July 1, 2025.

Mesa has been a participant in the federal CDBG Program for 47 years, the ESG Program for 35 years, and the HOME Program for 31 years. Over this time, they have received over $100 million in federal funds to provide essential services for low to moderate-income individuals whose income falls below 80% of the area median income (AMI). The City remains committed to using these funds effectively and efficiently to improve the lives of its residents.
