The in ~ Mesa, AZ - The City of Mesa is inviting residents to attend three meetings to learn about and provide input on the proposed 2025-2029 Five Year Consolidated Plan and Annual Action Plan for fiscal year 2025/2026. These plans will address community needs and funding priorities for the next five years.
The first meeting will be held in person on Thursday, Sept. 12 at 6 p.m. at Mesa Council Chambers located at 57 E. 1st St. Two virtual meetings are also scheduled for Oct. 9 and Oct. 16, which can be accessed through the website www.mesalistens.com/hud5yearplanning.
According to city officials, these plans are required to be submitted to the U.S. Department of Housing and Urban Development (HUD) in order for Mesa to receive funds from programs such as Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), and Emergency Solutions Grant (ESG).
The Consolidated Plan is a comprehensive document that outlines the city's overall needs in housing and community development for low and moderate-income residents, as well as a five-year strategy to address those needs. The Annual Action Plan contains short-term goals and strategies, including specific activities recommended for funding under the CDBG, HOME, and ESG programs.

These funds are used to assist qualifying residents and eliminate slum or blighting influences within the community.
In addition to providing information on these plans, the meetings will also allow for public comment on barriers that affect fair housing rights. This analysis is required by HUD as a condition to receive funds from the CDBG program.

The City of Mesa has been participating in the CDBG program for 49 years, the ESG program for 37 years, and the HOME program for 33 years. During this time, over $100 million has been allocated towards various activities such as capital improvements, housing, economic development, public services, homeless assistance, emergency shelter, and neighborhood improvements within qualified census tracts.
